in the attached memorandum. The chief interest of this

document centres round the attempt to introduce a system of

registration of smokers throughout the islands.

There are three stages in this process.

There is

the "finished system" under which all smokers in a district

are registered and smaking is prohibited to persons not

registered. This is applied in districts where the number

of opium smokers is comparatively small. (Paragraphs 9 and 11).

In districts where smokers were numerous it was

considered that a "finished system" would be too difficult

te enforce, and efforts were restricted to identification

and record of buyers with the object of registering buyers

and restrictingales to these, at the same time limiting

the amounts weld.

Possession of opium, not in excess of the general

maximm, was net forbidden to others. (Paragraph 11)

The third system was introduced recently in order to check the greatly increased consumption of opium which

resulted from the recent temporary prosperity of the

islands. Under it permits to possess opium subject to varying conditions are issued, and the breach of these conditions made punishable. One permit may include the various members of a family, or the employees of a common master. Buying cards are issued in respect of each permit.

This system is said te work satisfactorily in Batavia and to cause fewer difficulties than had been

anticipated. (page 34)

No information is given in the Dutch memorandum as to the disposal of dress. The Dutch delegate to the Conference promised to make enquiries and to send me information on this point. From the form of licence on page 49 of the print it would appear that Government buys

back dross.
